Rules

For Oath of Teferi’s second ability, you may activate the same ability of a planeswalker twice, or you may activate two different abilities of that planeswalker.

If a token is exiled this way, it ceases to exist and won’t return to the battlefield.

If the exiled card is an Aura, that card’s owner chooses what it will enchant as it returns to the battlefield. An Aura put onto the battlefield this way doesn’t target anything (so it could be attached to an opponent’s permanent with hexproof, for example), but the Aura’s enchant ability restricts what it can be attached to. If the Aura can’t legally be attached to anything, it remains exiled.

If you somehow control more than one Oath of Teferi, you won’t be able to activate abilities of planeswalkers you control more than twice in one turn.

The exiled card will return to the battlefield at the beginning of the next end step even if Oath of Teferi is no longer on the battlefield at that time.

Chandra, Torch of Defiance #110 Legendary Planeswalker — Chandra

Tokens:	Chandra, Torch Of Defiance Emblem

Rules

An effect that instructs you to "cast" a card doesn't allow you to play lands. If the card exiled with Chandra's first ability is a land card, you can't play it and Chandra deals 2 damage to each opponent.

Chandra's emblem's ability resolves before the spell that caused it to trigger. It resolves even if that spell is countered or otherwise leaves the stack.

If you cast the exiled card, you do so as part of the resolution of Chandra's ability. You can't wait to cast it later in the turn. Timing permissions based on the card's type are ignored, but other restrictions (such as "Cast [this card] only during combat") are not.

In a Two-Headed Giant game, Chandra's first ability causes 4 damage total to be dealt to the opposing team.

Loyalty abilities can't be mana abilities. Chandra's second ability uses the stack and can be countered or otherwise responded to. Like all loyalty abilities, it can be activated only once per turn, during your main phase, when the stack is empty, and only if no other loyalty abilities of the planeswalker have been activated this turn.

The emblem created by Chandra's last ability is colorless. The damage it deals is from a colorless source.

You pay the costs for the exiled card if you cast it. You may pay alternative costs such as emerge rather than the card's mana cost.

Rules

After the last ability resolves, you’ll essentially be able to activate a loyalty ability of each planeswalker you control a total of twice during your turn. The timing rules for when you can activate loyalty abilities apply each time; it must be your main phase and the stack must be empty.

Because the last ability modifies the rules of the game, it affects not only planeswalkers you control when it resolves, but also planeswalkers that come under your control later in the turn.

Each additional time The Chain Veil’s last ability resolves will allow you to activate a loyalty ability of each planeswalker you control an additional time. For example, if you activate The Chain Veil’s last ability, untap it, then activate it again, you can activate a loyalty ability of a planeswalker you control three times that turn.

For the first ability, it doesn’t matter whether the planeswalker is still on the battlefield as your end step begins. If you activated one of its loyalty abilities that turn, The Chain Veil’s triggered ability won’t trigger.

The second loyalty ability you activate doesn’t have to be the same as the first ability. For example, you could activate a planeswalker’s first ability twice, or you could activate a planeswalker’s first ability, then activate its second ability.

Abilities/Keywords

Rules

An ability that triggers "Whenever you proliferate" triggers even if you chose no permanents or players while doing so.

If a permanent ever has both +1/+1 counters and -1/-1 counters on it at the same time, they're removed in pairs as a state-based action so that the permanent has only one of those kinds of counters on it.

If a player or permanent has more than one kind of counter on it, and you choose for it to get additional counters, it must get one of each kind of counter it already has. You can't have it get just one kind of counter it already has and not the others.

Players can respond to a spell or ability whose effect includes proliferating. Once that spell or ability starts to resolve, however, and its controller chooses which permanents and players will get new counters, it's too late for anyone to respond.

To proliferate, you can choose any permanent that has a counter, including ones controlled by opponents. You can choose any player who has a counter, including opponents. You can't choose cards in any zone other than the battlefield, even if they have counters on them.

You don't have to choose every permanent or player that has a counter, only the ones you want to add another counter to. Since "any number" includes zero, you don't have to choose any permanents at all, and you don't have to choose any players at all.

Rules

A player may have more than one of Chandra's emblems. Each one's ability triggers separately.

A spell or ability that counters spells can still target Chandra. When that spell or ability resolves, Chandra won't be countered, but any additional effects of that spell or ability will still happen.

Emblems aren't permanents and can't be exiled or destroyed. Once you have an emblem, there's no way to remove it.

If Chandra's last ability doesn't deal damage (most likely because the damage has been prevented in some way), the target won't be exiled if it would die.

If you leave a multiplayer game, your opponents keep any emblems Chandra gave them. Each opponent owns the emblem Chandra gives them. In multiplayer, your opponents continue to burn after you and Chandra leave the game.

In a Two-Headed Giant game, Chandra's first ability grants an emblem to each opponent. The opposing team will be dealt 1 damage twice during their upkeep.

The ability of Chandra's emblem triggers at the beginning of the upkeep of the player who gets the emblem, not the upkeep of Chandra's controller.

The replacement effect of Chandra's last ability will exile the target creature or planeswalker if it would die this turn for any reason, not just due to lethal damage.

Rules

Any continuous effects with a "for as long as" duration, such as that of Extraction Specialist, ignore phased-out objects. If ignoring those objects causes the effect's conditions to no longer be met, the duration will expire.

Choices made for permanents as they entered the battlefield are remembered when they phase in.

Effects that modify a creature's power and/or toughness, such as the one created by Giant Growth or a +1/+1 counter, will apply to the creature no matter when they started to take effect.

If the artifact affected by Vronos, Masked Inquisitor's last ability is attached to another permanent, it becomes unattached. If an Equipment without reconfigure becomes an artifact creature, it can't be attached to another creature.

If the artifact affected by Vronos, Masked Inquisitor's last ability was already a creature, its base power and toughness will become 9/9. This overwrites any previous effects that set its base power and/or toughness to specific values. Any power- or toughness-setting effects that start to apply after Vronos, Masked Inquisitor's last ability resolves will overwrite this effect.

Permanents phase back in during their controller's untap step, immediately before that player untaps their permanents. Creatures that phase in this way are able to attack and pay a cost of {T} during that turn. If a permanent had counters on it when it phased out, it will have those counters when it phases back in.

Phased-out permanents are treated as though they don't exist. They can't be the target of spells or abilities, their static abilities have no effect on the game, their triggered abilities can't trigger, they can't attack or block, and so on.

Phasing out doesn't cause any "leaves the battlefield" abilities to trigger. Similarly, phasing in won't cause any "enters the battlefield" abilities to trigger.

The resulting artifact creature will be able to attack on your turn if it's been under your control continuously since the turn began. It doesn't matter how long it's been a creature, just how long it's been on the battlefield.

Vronos, Masked Inquisitor's last ability causes the target artifact to lose any other creature types it has. It retains any other types, subtypes, and supertypes.

Vronos, Masked Inquisitor's last ability doesn't remove any abilities the target artifact has.

Rules

Any enters-the-battlefield abilities of the copied permanent will trigger when Spark Double enters the battlefield. Any “as [this permanent] enters the battlefield” or “[this permanent] enters the battlefield with” abilities of the chosen permanent will also work.

If Spark Double somehow enters the battlefield at the same time as another permanent, it can’t become a copy of that permanent. You may choose only a creature or planeswalker that’s already on the battlefield.

If it copies a planeswalker, Spark Double enters with the appropriate number of loyalty counters as printed on the card plus one. If it copies a creature, Spark Double enters with a +1/+1 counter on it, plus any counters that will be put on it from abilities it copied and other abilities of other objects.

If the chosen permanent is a token, Spark Double copies the original characteristics of that token as stated by the effect that created the token. Spark Double doesn’t become a token in this case.

If the chosen permanent is copying something else (for example, if the chosen permanent is another Spark Double), then Spark Double enters the battlefield as whatever the chosen permanent copied.

If the copied permanent has {X} in its mana cost, X is considered to be 0.

If the copied permanent is affected by a type-changing effect, Spark Double may enter the battlefield with different permanent types than the copied permanent currently has. Use the characteristics of Spark Double as it enters the battlefield, not of the copied permanent, to determine whether it enters with an additional counter on it. Notably, if Spark Double copies a Gideon planeswalker that’s a creature because its loyalty ability caused it to become a planeswalker creature, Spark Double enters as a noncreature planeswalker and doesn’t get a +1/+1 counter. On the other hand, if Spark Double copies Gideon Blackblade during your turn, Spark Double enters as a planeswalker creature and gets both kinds of counters.

Spark Double copies exactly what was printed on the original permanent (unless that permanent is copying something else or is a token; see below). It doesn’t copy whether that permanent is tapped or untapped, whether it has any counters on it or any Auras and Equipment attached to it, or any non-copy effects that have changed its power, toughness, types, color, or so on.

Spark Double isn’t legendary if it copies a legendary permanent, and this exception is copiable. If something else copies Spark Double later, that copy also won’t be legendary. If you control two or more permanents with the same name but only one is legendary, the “legend rule” doesn’t apply.

Although players may respond to Blasphemous Act once it's been cast, once it's announced, they can't respond before the cost is calculated and paid.

Blasphemous Act's ability can't reduce the total cost to cast the spell below {R}.

The total cost to cast Blasphemous Act is locked in before you pay that cost. For example, if there are three creatures on the battlefield, including one you can sacrifice to add {C}, the total cost of Blasphemous Act is {5}{R}. Then you can sacrifice the creature when you activate mana abilities just before paying the cost.

To determine the total cost of a spell, start with the mana cost or alternative cost you're paying, add any cost increases, then apply any cost reductions (such as that of Blasphemous Act). The mana value of the spell is determined only by its mana cost, no matter what the total cost to cast the spell was.

Rules

Exotic Orchard checks the effects of all mana-producing abilities of lands your opponents control, but it doesn't check their costs. For example, Vivid Crag has the ability "{T}, Remove a charge counter from Vivid Crag: Add one mana of any color." If an opponent controls Vivid Crag and you control Exotic Orchard, you can tap Exotic Orchard for any color of mana. It doesn't matter whether Vivid Crag has a charge counter on it, and it doesn't matter whether it's untapped.

Exotic Orchard doesn't care about any restrictions or riders your opponents' lands (such as Ancient Ziggurat or Hall of the Bandit Lord) put on the mana they produce. It just cares about colors of mana.

Lands that produce mana based only on what other lands "could produce" won't help each other unless some other land allows one of them to actually produce some type of mana. For example, if you control an Exotic Orchard and your opponent controls an Exotic Orchard and a Reflecting Pool, none of those lands would produce mana if their mana abilities were activated. On the other hand, if you control a Forest and an Exotic Orchard, and your opponent controls an Exotic Orchard and a Reflecting Pool, then each of those lands can be tapped to produce {G}. Your opponent's Exotic Orchard can produce {G} because you control a Forest. Your Exotic Orchard and your opponent's Reflecting Pool can each produce {G} because your opponent's Exotic Orchard can produce {G}.

The colors of mana are white, blue, black, red, and green. Exotic Orchard can't be tapped for colorless mana, even if a land an opponent controls could produce colorless mana.

When determining what colors of mana your opponents' lands could produce, Exotic Orchard takes into account any applicable replacement effects that would apply to those lands' mana abilities (such as Contamination's effect, for example). If there are more than one, consider them in any possible order.

Rules

If an opponent hasn't drawn any cards in a turn and a spell or ability instructs that player to draw multiple cards, that player will just draw one card. However, if the draws are optional, the player can't choose to draw, even if they could draw one card this way.

Narset will "see" cards drawn by opponents earlier in the turn she entered the battlefield, although Narset can't affect cards drawn before she entered the battlefield. For example, if an opponent draws two cards, then Narset enters the battlefield, that opponent can't draw more cards that turn, but the two drawn cards are unaffected.

Replacement effects (such as that of Underrealm Lich or the first ability of Jace, Wielder of Mysteries) can't be used to replace draws that Narset disallows. However, if an opponent's first draw is replaced (by Underrealm Lich's ability, for example), that draw didn't happen and Narset won't stop the next draw (which may also be replaced by Underrealm Lich's ability).

Your opponents can each draw a maximum of one card each on each player's turn. Subsequent card draws during that turn are ignored.

Rules

An ability that triggers when a player casts a spell resolves before the spell that caused it to trigger. It resolves even if that spell is countered.

Because it's a loyalty ability, Narset's first ability isn't a mana ability. It can be activated only any time you could cast a sorcery. It uses the stack and can be responded to.

If a card you discard has {X} in its mana cost, X is considered to be 0.

Narset's second ability goes on the stack without a target. While that ability is resolving, you draw a card and may choose to discard a card. When you discard a nonland card this way, the reflexive triggered ability triggers and you pick a target to be dealt damage. This is different from effects that say "If you do . . ." in that you choose a target after looking at the card you draw and players can respond to the reflexive triggered ability knowing how much damage will be dealt.

The emblem created by Narset's last ability is colorless. The damage it deals is from a colorless source.

You can discard a card even if Narset leaves the battlefield before her middle ability resolves. The reflexive triggered ability will still trigger if you discard a nonland card.

If you control Teferi’s emblem, the rule that says you can activate a loyalty ability only if none of that permanent’s loyalty abilities have been activated that turn still applies. In other words, you could activate a planeswalker’s loyalty ability once on your turn and once on each of your opponents’ turns.

If you control The Chain Veil (from the Magic 2015 core set) and its activated ability has resolved, and you also control Teferi’s emblem, for each planeswalker you control, you can activate one of its loyalty abilities during that turn any time you could cast an instant, and then you may activate a loyalty ability again that turn (choosing the same loyalty ability or a different one) any time you could cast an instant.

Auras attached to the exiled permanent will be put into their owners' graveyards. Equipment attached to the exiled permanent will become unattached and remain on the battlefield. Any counters on the exiled permanent will cease to exist. Once the exiled permanent returns, it's considered a new object with no relation to the object that it was.

For the first loyalty ability, the exiled card will return to the battlefield at the beginning of that player's next end step even if The Eternal Wanderer is no longer on the battlefield at that time.

For the last loyalty ability, none of the chosen creatures are targets of the ability. You may choose creatures with hexproof, for example, and choosing a creature with ward will not cause the ward ability to trigger.

If a token is exiled this way, it will cease to exist and won't return to the battlefield.

If the permanent that returns to the battlefield has any abilities that trigger at the beginning of the end step, those abilities won't trigger that turn.

The Eternal Wanderer does not have a planeswalker type.

Rules

If something refers to your commander while you have two commanders, it refers to one of them of your choice. If you are instructed to perform an action on your commander (e.g. put it from the command zone into your hand due to Command Beacon), you choose one of your commanders at the time the effect happens.

An effect that checks whether you control your commander is satisfied if you control one or both of your two commanders.

Both commanders start in the command zone, and the remaining 98 cards (or 58 cards in a Commander Draft game) of your deck are shuffled to become your library.

Choose a Background is a variant of the partner ability. You may have two commanders if one of them is a legendary creature with the choose a background ability and the other is a legendary Background enchantment. Backgrounds and cards with choose a Background do not interact with cards which have any other partner ability.

If a card refers to a commander creature you own, a Background won't usually be counted or included for that effect. If another spell or ability causes your Background to become a creature, however, it will be included. Any effect that refers to your commander or a commander you own or control without specifying creature will apply to a Background that is your commander, as appropriate.

If you control a Background that grants an ability to commander creatures you own, and you own more than one commander creature, each of them will have that ability.

If your Commander deck has two commanders, you can include only cards whose own color identities are also found in your commanders' combined color identities.

If your commander loses the choose a Background ability or stops being a Background during the game, as appropriate, it is still your commander.

Once the game begins, your two commanders are tracked separately. If you cast one, you won't have to pay an additional {2} the first time you cast the other. A player loses the game after having been dealt 21 combat damage from any one of them, not from both of them combined (although your Background won't usually be a creature anyway).

You can choose two commanders that are the same color or colors.

Each of the Oaths is legendary: if you control more than one of any particular Oath, you choose one to remain on the battlefield and the others are put into your graveyard.

Even if you control a particular Oath, you can cast another of that Oath to take advantage of its enters-the-battlefield ability. It will enter the battlefield, causing its first ability to trigger. You will then choose one to keep, as detailed above, and then its enters-the-battlefield ability will resolve.

Rules

Each attacking creature is a separate source of damage. For example, if two 3/3 creatures attack you and are unblocked, the emblem will prevent 2 damage from each creature. You’ll be dealt a total of 2 damage.

If a permanent you control is both a creature and a planeswalker, Ajani’s second ability will put both a +1/+1 counter and a loyalty counter on it.

If multiple effects modify how damage is dealt, the player being dealt damage or the controller of the permanent being dealt damage chooses the order to apply the effects. For example, Dictate of the Twin Gods says, “If a source would deal damage to a permanent or player, it deals double that damage to that permanent or player instead.” Suppose you would be dealt 3 damage while Dictate of the Twin Gods is on the battlefield and you control Ajani’s emblem. You can either (a) prevent all but 1 damage first and then let Dictate of the Twin Gods’s effect double that, for a result of being dealt 2 damage, or (b) double the damage to 6 and then prevent all but 1 of that damage.

The emblem’s ability doesn’t consider who controls the source dealing damage to you or a planeswalker you control.

You may activate the first ability with no targets. If you do, you simply put a loyalty counter on Ajani to pay the cost of the ability.

It only produces one mana even if the land can produce more than one.

The ability can be activated if the opponent has no lands that produce mana, but the effect will not be able to generate any mana.

This works even if the opponent's lands are tapped. It only checks what kinds of mana can be produced, not if the abilities that produce them are usable right now.

Fellwar Stone checks the effects of all mana-producing abilities of lands your opponents control, but it doesn't check their costs. For example, Vivid Crag has the ability "{T}, Remove a charge counter from Vivid Crag: Add one mana of any color." If an opponent controls Vivid Crag and you control Fellwar Stone, you can tap Fellwar Stone for any color of mana. It doesn't matter whether Vivid Crag has a charge counter on it, and it doesn't matter whether it's untapped.

Fellwar Stone doesn't care about any restrictions or riders your opponents' lands (such as Ancient Ziggurat or Hall of the Bandit Lord) put on the mana they produce. It just cares about colors of mana.

The colors of mana are white, blue, black, red, and green. Fellwar Stone can't be tapped for colorless mana, even if a land an opponent controls could produce colorless mana.

When determining what colors of mana your opponents' lands could produce, take into account any applicable replacement effects that would apply to those lands' mana abilities (such as Contamination's effect, for example). If there is more than one, consider them in any possible order.

Even though these lands have basic land types, they are not basic lands because "basic" doesn't appear on their type line. Notably, controlling two or more of them won't allow others to enter the battlefield untapped.

However, because these cards have basic land types, effects that specify a basic land type without also specifying that the land be basic can affect them. For example, a spell or ability that reads "Destroy target Forest" can target Canopy Vista, while one that reads "Destroy target basic Forest" cannot.

Rules

An attacking creature that phases out is removed from combat.

Any continuous effects with a "for as long as" duration such as that of Awakener Druid ignore phased-out objects. Any such effects will expire if their conditions are no longer met after ignoring the phased-out objects.

Any creatures that phase in during their controller's untap step will be able to attack and pay a cost of {T} during that turn.

Any one-shot effects that are waiting "until [this] leaves the battlefield," such as that of Kitesail Freebooter, won't happen when a permanent phases out.

Choices made for permanents as they entered the battlefield are remembered when they phase in.

Each Aura and Equipment attached to a permanent that's phasing out also phases out. They will phase in with that permanent and still be attached to it. Similarly, permanents that phase out with counters phase in with those counters.

If an opponent gains control of your creature and it phases out and the duration of the control-change effect expires before it phases in, that permanent phases in under your control as that opponent's next untap step begins. If they leave the game before their next untap step, it phases in as the next untap step begins after their turn would have begun.

Phasing out doesn't cause any "leaves the battlefield" abilities to trigger. Similarly, phasing in won't cause any "enters the battlefield" abilities to trigger.

Teferi's first ability doesn't change how many of his abilities you can activate during each turn.

While a permanent is phased out, it's treated as though it doesn't exist. It can't be the target of spells or abilities, its static abilities have no effect on the game, its triggered abilities can't trigger, it can't attack or block, and so on.

You draw a card and discard a card all while Teferi's first loyalty ability is resolving. Nothing can happen between the two, and no player may choose to take actions.

If the target artifact becomes a creature the same turn it enters the battlefield, you can't attack with it or use any of its {T} abilities unless it has haste.

If the target artifact copies a permanent that's copying something else, it will become whatever the target is copying.

If the target artifact is an Equipment attached to a creature and it becomes a copy of a non-Equipment permanent, it becomes unattached. If it becomes a copy of an Equipment, it remains attached.

If the target artifact isn't an Equipment and becomes a copy of an Equipment, it'll become unattached when it becomes a non-Equipment artifact again.

Saheeli's first ability resolves before the spell that caused it to trigger. It resolves even if that spell is countered.

Saheeli's loyalty ability causes the target artifact to copy the printed values of the target permanent, plus any copy effects that have been applied to it. It won't copy counters on that permanent or effects that have changed its power, toughness, types, color, or so on. Notably, it won't copy effects that made the target permanent become a creature.

If you create an emblem with the last ability, your permanents will untap at the same time as your opponent's permanents during their untap step. They will draw a card during their draw step and then you will draw a card during their draw step. No player gets priority to cast spells or activate abilities between those card draws.

If a Plains or Island is entering the battlefield from your hand at the same time as Port Town, you may reveal the other land to have Port Town enter untapped.

If an effect instructs you to put Port Town onto the battlefield tapped, it will still enter the battlefield tapped even if you reveal a land card from your hand.

Lands don't have a subtype just because they can produce mana of the corresponding color. Port Town itself is neither a Plains nor an Island, even though it produces white and blue mana, so you can't reveal one to satisfy the ability of another.

You may reveal any land card with either or both of the appropriate subtypes. It doesn't have to be a basic land. For example, you could reveal Canopy Vista from the Battle for Zendikar set to satisfy the ability of Port Town.

An ability that triggers when a player casts a spell resolves before the spell that caused it to trigger. It resolves even if that spell is countered.

If some of the attacking creatures leave the battlefield while Mangara's triggered ability is on the stack, use the player or planeswalker they were attacking before they left to determine whether you draw a card. On the other hand, if they're removed from combat without leaving the battlefield, use their current information to determine that they're not attacking you or a planeswalker you control anymore.

If your opponent attacks you with one creature and your planeswalker with another, you draw a card.

Players can cast spells and activate abilities after the triggered ability resolves but before the spell that caused it to trigger does.

A phased-out token will phase in at the beginning of its controller's untap step just like a nontoken permanent would.

An ability that triggers "Whenever you proliferate" triggers even if you chose no permanents or players while doing so.

An attacking or blocking creature that phases out is removed from combat.

Any continuous effects with a "for as long as" duration ignore phased-out objects. If ignoring those objects causes the effect's conditions to no longer be met, the duration will expire.

As a creature is phased out, Auras and Equipment attached to it also phase out at the same time. Those Auras and Equipment will phase in at the same time that creature does, and they'll phase in still attached to that creature.

Choices made for permanents as they entered the battlefield are remembered even after they phase in.

Phasing out doesn't cause any "leaves the battlefield" abilities to trigger. Similarly, phasing in won't cause any "enters the battlefield" abilities to trigger.

A card with Phyrexian mana symbols in its mana cost is each color that appears in that mana cost, regardless of how that cost may have been paid.

As you cast a spell or activate an activated ability with one or more Phyrexian mana symbols in its cost, you choose how to pay for each Phyrexian mana symbol at the same time you would choose modes or choose a value for X.

If a player attacks with more than one creature, that player chooses how to pay each cost individually. For example, if you attack with two creatures, you may pay {W} for one cost and 2 life for the other.

If you control Norn's Annex, your opponents can choose not to attack with a creature with an ability that says it must attack.

If you're at 1 life or less, you can't pay 2 life.

Multiple Norn's Annexes controlled by the same player will each impose a cost to attack. Players choose how they pay each cost individually. For example, if a creature you control is attacking a player who controls two Norn's Annexes, you may pay {W} for one cost and 2 life for the other.

Phyrexian mana is not a new color. Players can't produce Phyrexian mana.

The controller of each creature attacking you or a planeswalker you control pays either {W} or 2 life as attackers are being declared.

To calculate the mana value of a card with Phyrexian mana symbols in its cost, count each Phyrexian mana symbol as 1.

For each library, the search is complete only when you explicitly say it is. For example, you can look through one player's library, set that library down, look at another player's library, choose a nonland card in the first library, then choose a nonland card in the second library. Don't reveal any cards from those libraries to any other player until you exile them.

If a card has {X} in its mana cost, you must choose 0 as its value.

If you can't cast a card, perhaps because there are no legal targets available, or if you choose not to cast one, it will remain exiled. Jace's ability won't allow you to cast it later.

If you cast a card “without paying its mana cost,” you can't pay alternative costs such as overload costs. You can pay additional costs such as kicker costs. If the card has mandatory additional costs, you must pay those.

Jace's first ability creates a delayed triggered ability that triggers whenever a creature an opponent controls attacks. It doesn't matter which player or planeswalker that creature is attacking.

Piles can be empty. If one of the piles is empty, you choose to put all the revealed cards in your hand or on the bottom of your library.

When casting a card this way, ignore timing restrictions based on the card's type. Other timing restrictions, such as “Cast [this card] only during combat,” must be followed.

When resolving Jace's third ability, you search each player's library (including yours) and exile the nonland cards before casting any of them.

You cast the cards by putting them on the stack one at a time, choosing modes, targets, and so on. The last card you cast will be the first one to resolve.

You pick one of your opponents when Jace's second ability resolves. The ability doesn't target that opponent. All players may see the revealed cards and offer opinions. You (not your opponent) choose which pile is put into your hand and which pile is put on the bottom of your library.

If a permanent that's already on the battlefield without time counters on it becomes a copy of a permanent with vanishing, it will stay on the battlefield indefinitely (unless time counters are somehow put on it later). If a permanent with one or more time counters on it becomes a copy of a permanent with vanishing, it will vanish as normal. If a permanent enters the battlefield as a copy of a permanent with vanishing, it enters with the appropriate number of time counters and will vanish as normal.

If the last time counter is removed from a permanent with vanishing and the sacrifice ability is countered, that permanent will remain on the battlefield indefinitely with no time counters on it. As long as the permanent doesn't have any time counters on it, neither of vanishing's two triggered abilities will trigger again.

When you proliferate, you can choose any permanent that has a counter, including ones controlled by opponents. You can choose any player who has a counter, including opponents. You can't choose cards in any zone other than the battlefield, even if they have counters on them.

You don't have to choose every permanent or player that has a counter—only the ones you want to add counters to. Since "any number" includes zero, you don't have to choose any permanents at all, and you don't have to choose any players at all.

Rules

An ability that turns a land into a creature also sets that creature's power and toughness. If the land was already a creature (for example, if it was the target of Awakening of Vitu-Ghazi), this will overwrite the previous effect that set its power and toughness. Effects that modify its power or toughness will continue to apply no matter when they started to take effect. The same is true for counters that change its power or toughness (such as +1/+1 counters) and effects that switch its power and toughness. For example, if Mobilized District has been made a 0/0 creature with nine +1/+1 counters on it, activating its last ability will turn it into a 12/12 Citizen creature that's still a land.

If Mobilized District becomes a creature the same turn it enters the battlefield, you can't attack with it or activate its mana ability.

If you control four or more legendary permanents that are creatures and/or planeswalkers, the last ability of Mobilized District costs no mana to activate. A legendary planeswalker that's also a creature reduces this cost by only {1}.

Rules

Copies are created even if the spell or ability that caused Repeated Reverberation’s ability to trigger has been countered by the time that ability resolves. The copies resolve before the original spell or ability.

Copying a loyalty ability doesn’t add or remove loyalty counters from any object.

If the spell or ability that’s copied has an X whose value was determined as it was cast, the copies will have the same value of X.

If the spell that’s copied is modal (that is, it says “Choose one —” or the like), the copies will have the same mode or modes. You can’t choose different ones.

If you cast one Repeated Reverberation after another, you’ll copy the second Repeated Reverberation twice. Each resolves, creating three delayed triggered abilities. The next spell you cast or loyalty ability you activate after that will be copied six times. If that spell is also a Repeated Reverberation, the following spell or ability will be copied fourteen times. A fourth Repeated Reverberation will copy the next spell or ability thirty times. Reverberations repeated beyond that shall be left as an exercise for the reader.

Repeated Reverberation’s ability will copy any instant or sorcery spell or loyalty ability, not just one with targets.

The copies made by Repeated Reverberation’s ability are created on the stack, so they’re not “cast” or “activated.” Abilities that trigger when a player casts a spell or activate an ability don’t trigger.

The copies will have the same targets as the spell or ability they’re copying unless you choose new ones. You may change any number of the targets, including all of them or none of them. The new targets must be legal.

You can’t choose to pay any additional costs for the copies. However, effects based on any additional costs that were paid for the original spell are copied as though those same costs were paid for the copies too.

For the second ability, you choose the value of X when you activate it. You don’t look through your library until the ability resolves. (In other words, you can’t look through your library, decide what artifact card you want, and then determine what X is.) You can’t choose an X that’s greater than the number of loyalty counters on Tezzeret.

The first ability can target zero, one, or two artifacts. You may activate it with no targets just to put a loyalty counter on Tezzeret.

The third ability affects all artifacts you control, including artifacts that are already creatures.

The third ability causes artifacts you control to become creatures in addition to their other card types.

A noncreature permanent that turns into a creature is subject to the “summoning sickness” rule: It can only attack, and its {T} abilities can only be activated, if its controller has continuously controlled that permanent since the beginning of their most recent turn.

The effect from the ability overwrites other effects that set power and/or toughness if and only if those effects existed before the ability resolved. It will not overwrite effects that modify power or toughness (whether from a static ability, counters, or a resolved spell or ability), nor will it overwrite effects that set power and toughness which come into existence after the ability resolves. Effects that switch the creature’s power and toughness are always applied after any other power or toughness changing effects, including this one, regardless of the order in which they are created.

If a card in a player's hand has {X} in its mana cost, X is considered to be 0.

If the card draw from Jace's last ability is modified by a replacement effect, you don't reveal any card, even if the draw was replaced by one or more card draws. No loyalty counters will be removed from Jace in that case.

If the mana value of the drawn card is greater than Jace's loyalty, you remove all loyalty counters from him. He'll be put into your graveyard as a state-based action before you can take any actions.

The token created by Jace's triggered ability doesn't have the legendary supertype and has a starting loyalty of 1 rather than 4. If another object becomes a copy of the token, that copy also won't be legendary and will have a starting loyalty of 1.

The token from Jace's triggered ability copies exactly what is printed on Jace and nothing else. It doesn't copy how many counters are on him, or any non-copy effects that have changed his color or types, and so on. It enters the battlefield with one loyalty counter. You can activate one loyalty ability of each of the Jaces this turn.

While resolving Jace's last ability, you must reveal the card before it's mixed with the other cards in your hand.

You can control one legendary Jace, Mirror Mage in addition to any number of nonlegendary copies of Jace, Mirror Mage.

If a card or token enters as a copy of a permanent, the new permanent isn't kicked, even if the original was.

If a spell's kicker cost was paid, the spell is "kicked."

If you copy a kicked spell on the stack, the copy is also kicked. If the copied spell is a permanent spell, the token the copy of that spell becomes when it enters is also kicked.

If you put a permanent with a kicker ability onto the battlefield without casting it, you can't kick it.

The kicker ability doesn't let you pay a kicker cost more than once.

To determine a spell's total cost, start with the mana cost (or an alternative cost if another card's effect allows you to pay one instead), add any cost increases (such as kicker), then apply any cost reductions. The spell's mana value remains unchanged, no matter what the total cost to cast it was.

Rules

Gideon Jura's first ability applies during each combat phase of the affected player's next turn (as opposed to applying during the affected player's next combat phase). The distinction is relevant if there are no combat phases during that turn (due to Fatespinner's effect, for example) or there are multiples (due to World at War, for example).

Gideon Jura's first ability causes creatures to attack him if able. If, during the affected player's declare attackers step, a creature they control is tapped, is affected by a spell or ability that says it can't attack, or is affected by "summoning sickness," then that creature doesn't attack. If there's a cost associated with having a creature attack, the player isn't forced to pay that cost, so the creature doesn't have to attack in that case either.

Gideon Jura's first ability doesn't lock in what it applies to. That's because the effect states a true thing about a set of creatures, but doesn't actually change the characteristics of those creatures. As a result, whatever creatures the targeted opponent controls during the declare attackers step of their next turn must attack Gideon Jura if able. This includes creatures that come under that player's control after the ability has resolved and creatures that have lost all abilities.

Gideon Jura's third ability causes him to become a creature with the creature types Human Soldier. He remains a planeswalker with the planeswalker type Gideon. (He also retains any other card types or subtypes he may have had.) Each subtype is correlated to the proper card type: Gideon is just a planeswalker type (not a creature type), and Human and Soldier are just creature types (not planeswalker types).

If Gideon Jura becomes a creature due to his third ability, that doesn't count as having a creature enter. Gideon Jura was already on the battlefield; he only changed his types. Abilities that trigger whenever a creature enters won't trigger.

If Gideon Jura becomes a creature, he may be affected by "summoning sickness." You can't attack with him or use any of his {T} abilities (if he gains any) unless he began your most recent turn on the battlefield under your control. Note that summoning sickness cares about when Gideon Jura came under your control, not when he became a creature.

If a creature controlled by the affected player can't attack Gideon Jura (because he's no longer on the battlefield, for example), that player may have it attack you, another one of your planeswalkers, or nothing at all.

If you activate Gideon Jura's third ability and then unpreventable damage is dealt to him (due to Unstable Footing, for example), that damage has all applicable results: specifically, the damage is marked on Gideon Jura (since he's a creature) and that damage causes that many loyalty counters to be removed from him (since he's a planeswalker). If the total amount of damage marked on Gideon Jura is lethal damage, he's destroyed as a state-based action. If Gideon Jura has no loyalty counters on him, he's put into his owner's graveyard as a state-based action.

Say you activate Gideon Jura's third ability, then an opponent gains control of him before combat. You may have any of your creatures attack Gideon Jura (since he's still a planeswalker). Then Gideon Jura may block (since he's a creature). He may block any eligible attacking creature, including one that's attacking him! During combat, he behaves as an attacked planeswalker and/or a blocking creature, as appropriate. For example, he deals combat damage to any creatures he's blocking, but he doesn't deal combat damage to any unblocked creatures that are attacking him.

The first ability only affects the declaration of attackers. If a creature is put onto the battlefield attacking (thanks to Hero of Bladehold, Preeminent Captain, or the Ninjutsu ability, for example), that creature's controller may choose the defending player or planeswalker that it will be attacking in the normal way.

Abilities/Keywords

Rules

"Partner with [name]" represents two abilities. The first is a triggered ability: "When this permanent enters the battlefield, target player may search their library for a card named [name], reveal it, put it into their hand, then shuffle their library."

An effect that checks whether you control your commander is satisfied if you control one or both of your two commanders.

Both commanders start in the command zone, and the remaining 98 cards of your deck are shuffled to become your library.

Effects that raise or lower a creature's power and/or toughness, such as the effect of Titanic Growth, will apply to the creature no matter when they started to take effect. The same is true for any counters that change its power and/or toughness and effects that switch its power and toughness.

If a creature affected by Rowan's first ability can't attack for any reason (such as being tapped or having come under that player's control that turn), then it doesn't attack. If there's a cost associated with having it attack, the player isn't forced to pay that cost, so it doesn't have to attack in that case either.

If an affected creature gains an ability after Will's first ability resolves, it will keep that ability.

If the spell or ability has damage divided as it was cast or activated (like Chandra's Pyrohelix), the division can't be changed (although the targets receiving that damage still can).

If the spell or ability that's copied has an X whose value was determined as it was cast or activated (like Blaze does), the copy will have the same value of X.

If the spell or ability that's copied is modal (that is, it says "Choose one —" or the like), the copy will have the same mode. A different mode can't be chosen.

If you have two of Will's emblems, perhaps because Rowan's emblem copied Will's last ability, each one will copy a spell you cast. The same is true of Rowan's emblem in regard to abilities you activate.

If your Commander deck has two commanders, you can only include cards whose own color identities are also found in your commanders' combined color identities. If Khorvath and Sylvia are your commanders, your deck may contain cards with red and/or white in their color identity, but not blue, black, or green.

Note that the target player searches their library (which may be affected by effects such as that of Stranglehold) and that the card they find is revealed, even though these words aren't included in the ability's reminder text.

Once the game begins, your two commanders are tracked separately. If you cast one, you won't have to pay an additional {2} the first time you cast the other. A player loses the game after having been dealt 21 damage from one of them, not from both of them combined. Command Beacon's effect puts one into your hand from the command zone, not both.

The ability of either Kenrith's emblem can copy the spell or ability even if that spell or ability is countered before the emblem's triggered ability resolves.

The controller of a copied spell can't choose to pay any alternative or additional costs for the copy. However, effects based on any alternative or additional costs that were paid for the original spell are copied as though those same costs were paid for the copy. Similarly, for Rowan's emblem, effects based on non-mana costs that were paid for the original ability are copied as though those same costs were paid for the copy.

The copy is created on the stack, so it's not "cast" or "activated." Abilities that trigger when a player casts a spell or activates an ability (such as either emblem's own ability) won't trigger.

The copy of the spell created by Will's emblem resolves before the original spell. The same is true of the copy of the activated ability created by Rowan's emblem.

The copy will have the same targets as the spell or ability it's copying unless you choose new ones. You may change any number of the targets, including all of them or none of them. If, for one of the targets, you can't choose a new legal target, then it remains unchanged (even if the current target is illegal).

The last abilities of Will and Rowan apply to Commander games only. They have no effect in other games.

The second ability represented by the "partner with [name]" keyword modifies the rules for deck construction in the Commander variant and has no function outside of that variant. If a legendary creature card with "partner with [name]" is designated as your commander, the named legendary creature card can also be designated as your commander. For more information on the Commander variant, please visit Wizards.com/Commander.

The triggered ability of the "partner with" keyword still triggers in a Commander game. If your other commander has somehow ended up in your library, you can find it. You can also target another player who might have that card in their library.

To have two commanders, both must have the partner ability (featured in the Magic: The Gathering—Commander™ (2016 Edition) set) or corresponding "partner with" abilities as the game begins. A creature with a "partner with" ability can't partner with any creature other than its designated partner. Losing a partner ability during the game doesn't cause either to cease to be your commander.

Will's first ability overwrites all previous effects that set a creature's base power and toughness to specific values. Any power- or toughness-setting effects that start to apply after that ability resolves will overwrite this effect.

Rules

---------- The following rulings focus on the "protection from" keyword ----------

---------- The following rulings focus on the phasing keyword ----------

---------- The following rulings focus on what it means if your life total can't change ----------

A permanent phasing out causes a spell or ability on the stack to have an illegal target if it targets that permanent. As a spell or ability tries to resolve, if all its targets are illegal, that spell or ability doesn't resolve and none of its effects happen, including effects unrelated to the target. If at least one target is still legal, the spell or ability does as much as it can to the remaining legal targets, and its other effects still happen.

Any continuous effects with a "for as long as" duration such as that of Mathas, Fiend Seeker ignore phased-out objects. Any such effects will expire if their conditions are no longer met after ignoring the phased-out objects.

Any creatures that phase in under your control as your next untap step begins will be able to attack and pay a cost of {T} during that turn.

Any one-shot effects that are waiting "until [this] leaves the battlefield," such as that of Banishing Light, won't happen when a permanent phases out.

Choices made for permanents as they entered the battlefield are remembered when they phase in.

Each Aura and Equipment that phases out attached to a permanent that's phasing out phases in with that permanent and still attached to it.

Each Aura and Equipment you control attached to a permanent that isn't phasing out phases in attached to that permanent if it can still be attached to that permanent. If not, it phases in unattached. An Aura that phases in unattached will be put into its owner's graveyard as a state-based action. The same is true with Auras attached to players.

Effects that replace an event with having you gain life (like Words of Worship's effect does) or having you lose life will apply and end up replacing the event with nothing.

Effects that would replace having you gain life with some other event won't be able to be applied because it's impossible for you to gain life. The same is true for effects that would replace having you lose life with some other event.

Gaining protection from everything causes a spell or ability on the stack to have an illegal target if it targets you. As a spell or ability tries to resolve, if all its targets are illegal, that spell or ability doesn't resolve and none of its effects happen, including effects unrelated to the target. If at least one target is still legal, the spell or ability does as much as it can to the remaining legal targets, and its other effects still happen.

If a cost includes causing you to gain life (like the alternative cost of an opponent's Invigorate does), that cost can't be paid.

If a player has protection from everything, it means three things: 1) All damage that would be dealt to that player is prevented. 2) Auras can't be attached to that player. 3) That player can't be the target of spells or abilities.

If a token is phased out, it will phase in as your next untap step begins. This is a change from previous rules.

If an effect would cause you to exchange life totals with another player, the exchange won't happen. Neither player's life total changes.

If an effect would set your life total to a certain number that's different than your current life total, that part of the effect won't do anything.

If you gain control of another player's permanent and it phases out, if the duration of the control-change effect expires before it phases in, that permanent phases in under that other player's control as your next untap step begins. If you leave the game before your next untap step, it phases in as the next untap step begins after your turn would have begun.

If your untap step is somehow skipped as your next turn begins, your phased-out permanents won't phase in until the next untap step you actually have, but you'll no longer have protection from everything and your life total can change again.

Nothing other than the specified events are prevented or illegal. An effect that doesn't target you could still cause you to discard cards, for example. Creatures can still attack you while you have protection from everything, although combat damage that they would deal to you will be prevented.

Permanents that phase out with counters phase in with those counters.

Phasing out doesn't cause any "leaves the battlefield" abilities to trigger. Similarly, phasing in won't cause any "enters" abilities to trigger.

Protection from everything will usually prevent damage if it would be dealt to you, but some damage can't be prevented. In this case, because your life total also can't change, that damage has any other effects that it may have aside from causing you to lose that much life (such as effects from lifelink or infect) and triggers and effects can see that damage was dealt even though your life total didn't change.

Spells and abilities that would normally cause you to gain or lose life still resolve while your life total can't change, but the life-gain or life-loss part simply has no effect.

You can't pay a cost that includes the payment of any amount of life other than 0 life.

As the ability resolves, you can't put the Ogre token onto the battlefield without explicitly giving the attacking player the option to pay {3}, even if the attacking player has forgotten about this ability.

If an attacking creature has a "Whenever this creature attacks" ability, that ability is put on the stack first, then Kazuul's ability is put on the stack. Although Kazuul's ability will resolve first, and potentially create an Ogre token, any target of the other ability will already have been chosen at this point, and thus could not have been the new Ogre token.

If you're the defending player, Kazuul's ability triggers once for each creature that attacks, not just once per combat. The attacking player chooses whether to pay {3} or let you have an Ogre token each time one of those abilities resolves.

In a multiplayer game, the ability checks whether you're the defending player for each individual attacking creature. For example, if one creature attacks you and two creatures attack another player, Kazuul's ability triggers just once.

The ability triggers and resolves during the declare attackers step. If you put an Ogre token onto the battlefield as a result, you may block with it during that combat phase.

You're the defending player if a creature is attacking you, a planeswalker you control, or a battle you protect.

Any exiled cards you don't cast remain in exile.

Because you're already casting the card using an alternative cost (by casting it without paying its mana cost), you can't pay any other alternative costs for the card, including casting it face down using the morph ability. You can pay additional costs, such as kicker costs. If the card has any mandatory additional costs, you must pay those.

If the card has {X} in its mana cost, you must choose 0 as the value for X when casting it.

The cards are exiled face up. Casting the noncreature cards exiled this way follows the normal rules for casting those cards. You must follow all applicable timing rules. For example, if one of the exiled cards is a sorcery card, you can cast it only during your main phase while the stack is empty.

You can't play any land cards exiled with Narset.

Abilities/Keywords

Rules

A “legendary source” is a permanent, spell, or card in any zone with the supertype “legendary.” For example, The Peregrine Dynamo’s ability can target a cycling ability you’ve activated if the discarded card is a legendary card.

Activated abilities contain a colon. They’re generally written “[Cost]: [Effect].” Some keyword abilities (such as equip) are activated abilities and will have colons in their reminder text. An activated mana ability is one that produces mana as it resolves, not one that costs mana to activate.

Any choices made when the ability resolves won’t have been made yet when it’s copied. Any such choices will be made separately when the copy resolves. If a triggered ability asks you to pay a cost, you pay that cost for the copy separately.

If an ability is linked to a second ability, copies of that ability are also linked to that second ability. If the second ability refers to “the exiled card,” it refers to all cards exiled by the ability and the copy. For example, if Tidehollow Sculler’s enters-the-battlefield ability is copied and two cards are exiled, they both return when Tidehollow Sculler leaves the battlefield.

If the ability divides damage or distributes counters among a number of targets, the division and number of targets can’t be changed. If you choose new targets, you must choose the same number of targets.

If the ability is modal (that is, if it says, “Choose one —” or similar), the mode is copied and can’t be changed.

If the activated ability’s cost contains a choice, such as a creature to sacrifice or a number of counters to remove, the copy uses that same information. You can’t pay the cost again, even if you want to.

In some cases involving linked abilities, an ability requires information about “the exiled card.” When this happens, the ability gets multiple answers. If these answers are being used to determine the value of a variable, the sum is used. If an ability attempts to create a token that is a copy of “the exiled card,” it creates a token for each card exiled this way that is a copy of that card.

The Peregrine Dynamo’s ability targets an ability that is on the stack and creates another instance of that ability on the stack. It doesn’t cause any object to gain an ability.

The source of the copy is the same as the source of the original ability.

Triggered abilities use the word “when,” “whenever,” or “at.” They’re often written as “[Trigger condition], [effect].” Some keyword abilities are triggered abilities and will have “when,” “whenever,” or “at the beginning of” in their reminder text.

If Jace’s emblem’s triggered ability doesn’t counter the first spell an opponent casts (perhaps because that spell can’t be countered), it won’t trigger again in the same turn to try to counter that player’s second spell.

If you have multiple opponents, Jace’s emblem can trigger once each turn for each opponent.

The emblem’s triggered ability counters the first spell an opponent casts on each turn, not just that opponent’s turn.
