Rules

All attackers are chosen at once. You can't attack with Mobile Garrison, untap a tapped creature, and then attack with that creature.

Untapping an attacking creature doesn't remove it from combat.

Any untapped creature you control can be tapped to pay a crew cost, even one that just came under your control.

Creatures that crew a Vehicle aren't attached to it or related in any other way. Effects that affect the Vehicle, such as by destroying it or giving it a +1/+1 counter, don't affect the creatures that crewed it.

Each Vehicle is printed with a power and toughness, but it's not a creature. If it becomes a creature (most likely through its crew ability), it will have that power and toughness.

For a Vehicle to be able to attack, it must be a creature as the declare attackers step begins, so the latest you can activate its crew ability to attack with it is during the beginning of combat step. For a Vehicle to be able to block, it must be a creature as the declare blockers step begins, so the latest you can activate its crew ability to block with it is during the declare attackers step. In either case, players may take actions after the crew ability resolves but before the Vehicle has been declared as an attacking or blocking creature.

If a permanent becomes a copy of a Vehicle, the copy won't be a creature, even if the Vehicle it's copying has become an artifact creature.

If an effect causes a Vehicle to become an artifact creature with a specified power and toughness, that effect overwrites the Vehicle's printed power and toughness.

Once a Vehicle becomes a creature, it behaves exactly like any other artifact creature. It can't attack unless you've controlled it continuously since your turn began, it can block if it's untapped, it can be tapped to pay a Vehicle's crew cost, and so on.

Once a player announces that they are activating a crew ability, no player may take other actions until the ability has been paid for. Notably, players can't try to stop the ability by changing a creature's power or by removing or tapping a creature.

Vehicle is an artifact type, not a creature type. A Vehicle that's crewed won't normally have any creature type.

When a Vehicle becomes a creature, that doesn't count as having a creature enter the battlefield. The permanent was already on the battlefield; it only changed its types. Abilities that trigger whenever a creature enters the battlefield won't trigger.

You may activate a crew ability of a Vehicle even if it's already an artifact creature. Doing so has no effect on the Vehicle. It doesn't change its power and toughness.

You may tap more creatures than necessary to activate a crew ability.

If X is 0, Torment of Hailfire resolves with no effect.

In a Two-Headed Giant game, Torment of Hailfire causes both opponents to sacrifice a nonland permanent, discard a card, or lose 3 life X times. Your opponents can choose the same torment or different ones each time.

In a multiplayer game, each opponent in turn order makes their choice once, then all of the actions occur simultaneously, then they repeat this process if it hasn’t been done X times yet. Opponents will know choices made by earlier opponents when making their choices, although a card chosen to be discarded this way isn’t revealed until it’s discarded.

State-based actions aren’t checked in between repetitions of this process, so the game state may be a little unusual while making the choice. For example, a player may sacrifice a creature and then later sacrifice an Aura that was attached to that creature.

While resolving Torment of Hailfire, your opponent chooses a card to be discarded without revealing it, chooses a nonland permanent to be sacrificed, or chooses to do neither. Then that player discards that card, sacrifices that permanent, or loses 3 life, then repeats this process if it hasn’t been done X times yet. Your opponent can always choose to lose 3 life, even if they have cards to discard or nonland permanents to sacrifice.

Choose a Background is a variant of the partner ability. Mycosynth Lattice’s second ability makes everything, in every zone of the game, colorless.

The Lattice’s third ability lets players spend even colorless mana as though it had a color. However, it doesn’t remove restrictions on the mana. For example, Mycosynth Lattice doesn’t allow mana from Vedalken Engineer to be used to cast a nonartifact spell.

Effects that trigger "whenever a creature explores" trigger as appropriate.

If an ability instructs a creature to explore, its controller reveals the top card of their library. If it's a land card, they'll put it into their hand. Otherwise, they'll put a +1/+1 counter on that creature, then choose to either leave that card on top of their library or put it into their graveyard.

If no card is revealed, most likely because that player's library is empty, the exploring creature receives a +1/+1 counter.

In some unusual cases, noncreature permanents may explore. For example, if the creature card returned by Defossilize is somehow not a creature once it's on the battlefield, it can still explore. You'll take all the same actions, and you may end up putting a +1/+1 counter on the permanent. (Note that some effects target a creature, and those effects would still require a legal target to have it explore.)

Map tokens are a kind of predefined token. Each one is a colorless artifact with the artifact subtype Map and the ability "{1}, {T}, Sacrifice this artifact: Target creature you control explores. Activate only as a sorcery."

Once an ability that causes a creature to explore begins to resolve, no player may take any other actions until it's done. Notably, opponents can't try to remove the exploring creature after you reveal a nonland card but before it receives a counter.

Some spells or abilities might cause a creature to explore multiple times in a row. If you reveal a nonland card when a creature explores and leave it on top of your library, then the creature explores again immediately afterwards, you'll reveal the same card again.

A chapter ability doesn't trigger if a lore counter is put on a Saga that already had a number of lore counters greater than or equal to that chapter's number. For example, the third lore counter put on a Saga causes the III chapter ability to trigger, but I and II won't trigger again.

As a Saga enters the battlefield, its controller puts a lore counter on it. As your precombat main phase begins (immediately after your draw step), you put another lore counter on each Saga you control. Putting a lore counter on a Saga in either of these ways doesn't use the stack.

Each symbol on the left of a Saga's text box represents a chapter ability. A chapter ability is a triggered ability that triggers when a lore counter that is put on the Saga causes the number of lore counters on the Saga to become equal to or greater than the ability's chapter number. Chapter abilities are put onto the stack and may be responded to.

If counters are removed from a Saga, the appropriate chapter abilities will trigger again when the Saga receives lore counters. Removing lore counters won't cause a previous chapter ability to trigger.

If multiple chapter abilities trigger at the same time, their controller puts them on the stack in any order. If any of them require targets, those targets are chosen as you put the abilities on the stack, before any of those abilities resolve.

Once a chapter ability has triggered, the ability on the stack won't be affected if the Saga gains or loses counters, or if it leaves the battlefield.

Once the number of lore counters on a Saga is greater than or equal to the greatest number among its chapter abilities—in the Dominaria set, this is always three—the Saga's controller sacrifices it as soon as its chapter ability has left the stack, most likely by resolving or being countered. This state-based action doesn't use the stack.

The effect of Phyrexian Scriptures's first chapter ability lasts indefinitely. It doesn't expire when Phyrexian Scriptures leaves the battlefield.

Bolas's Citadel lets you look at the top card of your library whenever you want (with one restriction—see below), even if you don't have priority. This action doesn't use the stack.
