Equivalent cards to Ice (which is a blue instant that taps a permanent and draws a card):

• Twiddle – Blue instant, taps or untaps a permanent.
• Sleep – Blue sorcery, taps all creatures target player controls.
• Capture Sphere – Blue enchantment, taps a creature and keeps it tapped.

These are blue cards with similar tap or freeze effects. Ice also has card draw, which is more unique.
