2. Narset, Parter of Veils (U, R, W identity via rule 903.4c for narset tribal, prevents draw)
3. Narset, Transcendent (W, U, can rebound spells from graveyard)
4. Elsha of the Infinite (U, R, W – casts noncreature spells from top of library, has prowess)

  • Elsha lets you look at the top card of your library whenever you want (with one restriction—see below), even if you don't have priority. This action doesn't use the stack. Knowing what that card is becomes part of the information you have access to, just like you can look at the cards in your hand.
  • If the top card of your library changes while you're casting a spell, playing a land, or activating an ability, you can't look at the new top card until you finish doing so. This means that if you cast the top card of your library, you can't look at the next one until you're done paying for that spell.
  • You'll still pay all costs for a spell you cast from your library, including additional costs. You may also pay alternative costs.

Prowess (Whenever you cast a noncreature spell, this creature gets +1/+1 until end of turn.) You may look at the top card of your library any time. You may cast noncreature spells from the top of your library. If you cast a spell this way, you may cast it as though it had flash.

    Rules

  • If a creature has multiple instances of prowess, each triggers separately.
  • If another effect causes Narset's power to be less than or equal to the mana value of the target card as the ability tries to resolve, the target is illegal. The card won't be exiled, and you won't get to cast a copy.
  • If the spell you cast has {X} in its mana cost, you must choose 0 as the value of X.
  • If you cast a spell "without paying its mana cost," you can't pay any alternative costs. You can, however, pay additional costs, such as kicker costs. If the card has any mandatory additional costs, you must pay those.
  • If you don't want to cast the copy, you can choose not to; the copy ceases to exist the next time state-based actions are performed.
  • Narset's first ability gives it prowess while it's on the battlefield.
  • Once a prowess ability triggers, causing the creature to lose prowess by removing Narset, Enlightened Exile won't affect that ability. The creature will still get +1/+1 until end of turn.
  • You cast the copy while the ability is resolving and still on the stack. You can't wait to cast it later in the turn.

Creatures you control have prowess. Whenever Narset attacks, exile target noncreature, nonland card with mana value less than Narset's power from a graveyard and copy it. You may cast the copy without paying its mana cost.

    Rules

  • If an opponent hasn't drawn any cards in a turn and a spell or ability instructs that player to draw multiple cards, that player will just draw one card. However, if the draws are optional, the player can't choose to draw, even if they could draw one card this way.
  • Narset will "see" cards drawn by opponents earlier in the turn she entered the battlefield, although Narset can't affect cards drawn before she entered the battlefield. For example, if an opponent draws two cards, then Narset enters the battlefield, that opponent can't draw more cards that turn, but the two drawn cards are unaffected.
  • Replacement effects (such as that of Underrealm Lich or the first ability of Jace, Wielder of Mysteries) can't be used to replace draws that Narset disallows. However, if an opponent's first draw is replaced (by Underrealm Lich's ability, for example), that draw didn't happen and Narset won't stop the next draw (which may also be replaced by Underrealm Lich's ability).
  • Your opponents can each draw a maximum of one card each on each player's turn. Subsequent card draws during that turn are ignored.

Each opponent can't draw more than one card each turn.
−2 Look at the top four cards of your library. You may reveal a noncreature, nonland card from among them and put it into your hand. Put the rest on the bottom of your library in a random order.
