  • A spell or ability counters a spell only if it specifically contains the word "counter" in its text. If a spell or ability you control causes all the targets of a spell to become illegal, that spell doesn't resolve but it's not countered.
  • The cost reduction applies only to generic mana in the cost of instant and sorcery spells you cast.
  • To determine the total cost of a spell, start with the mana cost or alternative cost you're paying (such as a flashback cost), add any cost increases (such as kicker costs), then apply any cost reductions (such as that of Baral's first ability). The mana value of the spell is determined by only its mana cost, no matter what the total cost to cast that spell was.

  • If an opponent hasn't drawn any cards in a turn and a spell or ability instructs that player to draw multiple cards, that player will just draw one card. However, if the draws are optional, the player can't choose to draw, even if they could draw one card this way.
  • Narset will "see" cards drawn by opponents earlier in the turn she entered the battlefield, although Narset can't affect cards drawn before she entered the battlefield. For example, if an opponent draws two cards, then Narset enters the battlefield, that opponent can't draw more cards that turn, but the two drawn cards are unaffected.
  • Replacement effects (such as that of Underrealm Lich or the first ability of Jace, Wielder of Mysteries) can't be used to replace draws that Narset disallows. However, if an opponent's first draw is replaced (by Underrealm Lich's ability, for example), that draw didn't happen and Narset won't stop the next draw (which may also be replaced by Underrealm Lich's ability).
  • Your opponents can each draw a maximum of one card each on each player's turn. Subsequent card draws during that turn are ignored.

  • For spells with {X} in their mana costs, use the value chosen for X to determine the spell's mana value. For cards in your library with {X} in their mana costs, X is considered to be 0.
  • If Rashmi's ability resolves and the spell that caused it to trigger has been countered, use that spell's mana value as it last existed on the stack to determine whether or not you may cast the top card of your library.
  • If the card has {X} in its mana cost, you must choose 0 as the value of X when casting it without paying its mana cost.
  • If the revealed card is a land card, you put it into your hand.
  • If you cast a card "without paying its mana cost," you can't choose to cast it for any alternative costs, such as emerge costs. You can, however, pay additional costs. If the card has any mandatory additional costs, such as that of Cathartic Reunion, those must be paid to cast the card.
  • If you cast the top card of your library, you do so as part of the resolution of Rashmi's ability. You can't wait to cast it later in the turn. Timing permissions based on the card's type are ignored, but other restrictions (such as "Cast [this card] only during combat") are not.
  • Rashmi has to be on the battlefield at the moment you cast your first spell. If that spell is Rashmi itself, Rashmi's ability can't trigger. If that spell causes Rashmi to leave the battlefield as an additional cost to cast it, Rashmi's ability can't trigger.
  • Rashmi's ability resolves before the spell that caused it to trigger. If you cast a spell using the ability, it will also resolve before the initial spell.
  • Rashmi's ability triggers when you cast your first spell each turn, not just on your turn.

Whenever you cast your first spell each turn, reveal the top card of your library. You may cast it without paying its mana cost if it's a spell with lesser mana value. If you don't cast it, put it into your hand.

  • By default, you are limited to cards legal in the format you’re playing. If you’re playing Draft or Sealed Deck, you can name any card available in the format you’re playing. If you’re playing with Unsanctioned decks, anything goes. Discuss with your playgroup if you’d prefer to modify or eliminate these limitations.
  • Each Richard tracks its own list of played cards. If one leaves the battlefield and another enters, cards previously played under the first Richard are available once again.
  • If more than one player controls a Richard Garfield, Ph.D., the cards one player plays has no effect on the other players. For example, each player could play Savannah Lions as a Swords to Plowshares this way.
  • Playing cards as though they were other cards is optional.
  • Richard Garfield, Ph.D. essentially makes you play a variant of the Magic game called “Mental Magic.” Here’s how the game works. Whenever you cast a spell, you reveal the card to all players and choose any other card (see below for the cards that you can use) that has that card’s mana cost. (Note that color very much does matter.) That spell can then be cast as though it was the chosen card. You aren’t allowed to choose the same card twice.
  • The same is true if Richard Garfield, Ph.D. changes controllers. If you play a Savannah Lions as Swords to Plowshares, then an opponent gains control of Richard Garfield, Ph.D., that player can then do the same.
