  • Because the votes are made in turn order, each player will know the votes of players who voted beforehand.
  • If a creature with an enters-the-battlefield council's dilemma ability leaves the battlefield before that ability resolves, players can still vote for any option that would put +1/+1 counters on that creature, even though—or perhaps especially because—those votes won't generate an effect.
  • No player votes until the spell or ability resolves. Any responses to that spell or ability must be made without knowing the outcome of the vote.
  • Players can't do anything between voting and finishing the resolution of the spell or ability that included the vote.
  • The effects of each council's dilemma ability happen in the stated order. First the vote occurs, then the first effect, and finally the second effect.
  • Unlike the will of the council cards from the original Conspiracy set, where a majority of votes determined what happened, each vote made for a council's dilemma card adds to the ultimate effect.
  • You must vote for one of the available options. You can't abstain.
  • Each player must vote for one of the available options. They can't abstain.

  • If you can't find an instant or sorcery card that can be legally cast, or choose not to find one, skip that part of the effect. Then the opponent shuffles their library.
  • You cast the instant or sorcery card as part of the resolution of this spell. It's cast from your opponent's library, not your hand. You choose modes, pay additional costs, choose targets, etc. for the spell as normal when casting it. Any X in the mana cost will be 0. Alternative costs can't be paid.
  • Kindred is a card type that allows noncreature cards to have creature types. For example, Echoes of Eternity is an Eldrazi (although not a creature) while on the battlefield and an Eldrazi card (although not a creature card) in zones other than the battlefield.
  • This cards was originally printed with the "tribal" card type. That card type has been replaced with "kindred". This change does not affect the gameplay function of this card.
  • While it appears only on cards that already have other card types, kindred is a card type and will be counted by effects that refer to the number of card types among cards in a zone.

  • If the card has {X} in its mana cost, you must choose 0 as the value of X when casting it without paying its mana cost.
  • If you cast a card "without paying its mana cost," you can't choose to cast it for any alternative costs, such as emerge costs. You can, however, pay additional costs, such as escalate costs. If the card has any mandatory additional costs, you must pay those.
  • If you cast an instant or sorcery card this way, it goes to its owner's graveyard as normal. It doesn't return to exile.
  • If you cast the card this way, it will resolve before the spell that caused Mind's Dilation's ability to trigger.
  • If you cast the exiled card, you do so as part of the resolution of Mind's Dilation's ability. You can't wait to cast it later in the turn. Timing permissions based on the card's type are ignored, but other restrictions (such as "Cast [this card] only during combat") are not.
  • If you don't cast the card, perhaps because you choose not to or because it's a land card, it remains exiled.

  • Check to see if there are two or more instant and/or sorcery cards in your graveyard as the spell resolves to determine whether the spell mastery ability applies. The spell itself won’t count because it’s still on the stack as you make this check.
  • If the card has {X} in its mana cost, you must choose 0 as its value.
  • If the spell mastery ability applies, you’ll cast the two cards in order. The one you cast last will be the one that resolves first.
  • If you can’t cast any instant or sorcery cards (perhaps because there are no legal targets available) or if you choose not to cast one, then Talent of the Telepath finishes resolving. Any of the revealed cards you didn’t cast will be put into that player’s graveyard.
  • If you cast a card “without paying its mana cost,” you can’t pay any alternative costs. You can pay additional costs such as kicker costs. If the card has mandatory additional costs, you must pay those.
  • The cards will be put into their owner’s graveyard after they resolve, not yours.
  • You cast the instant and/or sorcery card(s) from your opponent’s library as Talent of the Telepath is resolving. Ignore timing restrictions based on the card’s type. Other timing restrictions, such as “Cast [this card] only during combat,” must be followed.
