"Find me cards equivalent to: The Emperor of Palamecia"

Similar cards to The Emperor of Palamecia (Legendary, UR, cares about noncreature spells, mana ability):
1. Mizzix of the Izmagnus – Legendary Creature — Goblin Wizard, UR, benefits from casting big noncreature spells (cost reduction).

Reason: Also legendary, UR, and interacts with high-cost noncreature spells.
2. Ral, Storm Conduit – Legendary Planeswalker, UR, triggers on casting/ copying instants and sorceries.

Reason: UR, rewards noncreature spells.
3. Jhoira, Weatherlight Captain – Legendary Creature, UR, draws for historic spells (including noncreature).

Reason: UR legend, cares about noncreature spells.

These are the closest equivalents because they share the colors, legendary status, and interact with noncreature spells. None have the exact mana ability, but all reward UR “spellslinger” decks.

    Rules

  • A spell is historic if it has the legendary supertype, the artifact card type, or the Saga enchantment subtype. Having two of those qualities doesn't make a spell more historic than another or provide an additional bonus—a spell either is historic or it isn't.
  • An ability that triggers when a player casts a spell resolves before the spell that caused it to trigger. It resolves even if that spell is countered.

    Experience

    Rules

  • All experience counters are identical, no matter how you got them. For example, the last ability will count experience counters that you got from the first ability, from another ability, from proliferating, and so on.
  • Each game pack includes a card labeled "Experience" with the suggestion "Place your experience counters here." This card isn't required for play. It's simply a convenient spot to put your experience counters, which can be represented with dice, glass beads, or other small items.
  • Experience counters are the second kind of counters a player can have, joining poison.
  • If an instant or sorcery spell you cast has {X} in its mana cost, you choose the value of X before calculating the spell's total cost. For example, if that spell's mana cost is {X}{R} and you have one experience counter, you could choose 5 as the value of X and pay {4}{R} to cast the spell.
  • If there are additional costs to cast a spell, or if the cost to cast a spell is increased by an effect (such as the one created by Thalia, Guardian of Thraben's ability), apply those increases before applying cost reductions.
  • Mizzix's last ability can't reduce the amount of colored mana you pay for a spell. It reduces only the generic component of that cost.
  • Mizzix's last ability doesn't change the mana cost or mana value of any spell. It changes only the total cost you pay.
  • The cost reduction can apply to alternative costs such as flashback costs.
  • You finish casting a spell, including paying its costs, before Mizzix's first ability triggers. The ability that gives you the experience counter will resolve before the spell that caused it to trigger.

    Scry

    Rules

  • If an effect copies a spell multiple times, as Finale of Promise may, Ral's first ability triggers that many times.
  • If the spell that's copied has damage divided as it was cast, the division can't be changed (although the targets receiving that damage still can). The same is true of spells that distribute counters.
  • If the spell that's copied is modal (that is, it says "Choose one —" or the like), the copy created by Ral's last ability will have the same mode or modes. You can't choose different ones.
  • Some spells instruct you to "copy target instant or sorcery spell." Because a spell is never a legal target for itself, you can't cast such a spell targeting itself to create a loop that causes Ral's first ability to trigger over and over.
  • The copies that Ral's last ability creates are created on the stack, so they're not "cast." Abilities that trigger when a player casts a spell won't trigger.
  • You can't choose to pay any additional costs for the copy created by Ral's last ability. However, effects based on any additional costs that were paid for the original spell are copied as though those same costs were paid for the copy too.
  • If an effect copies a card rather than a spell (such as that of God-Eternal Kefnet), this doesn't cause Ral's first ability to trigger. That ability will trigger if you cast the copy, however.
