There are very few Emblems that create creatures and put +1/+1 counters. The only card exactly matching your description is the Basri Ket Emblem itself. Other similar white Emblems (color ‘C’, which is colorless in MTG, is incorrect—the emblem is white, as it comes from a white planeswalker) are:
- Elspeth, Sun's Champion Emblem (Elspeth, Sun's Champion Emblem: Creatures you control get +2/+2 and have flying)
- Ajani Steadfast Emblem (If a source would deal damage to you or a planeswalker you control, prevent all but 1 of that damage)
