"Find me cards equivalent to: Chancellor of the Spires"

Equivalent cards to Chancellor of the Spires (Blue creatures that interact with opponent's graveyard, allow spell casting, or care about milling):
1. Diluvian Primordial — Casts instant or sorcery cards from opponent's graveyards on ETB.
2. Sphinx of Foresight — Has an opening hand trigger, though it looks at the top card instead.
3. Mnemonic Betrayal — Not a creature, but allows casting spells from opponents’ graveyards.

Reason: Diluvian Primordial is closest, sharing the ETB and spell-casting effect; others share partial mechanics or hand-reveal triggers.

  • If the card has any mandatory additional costs, then you must pay them in order to cast the spell.
  • If you are unable to cast the card, perhaps because there are no legal targets available, the card remains in its owner's graveyard.
  • If you reveal more than one Chancellor of the Spires from your opening hand, each opponent will put the top seven cards of their library into their graveyard that many times (for a total of fourteen, twenty-one, or twenty-eight cards).
  • The instant or sorcery card you target with the "enters" triggered ability is cast as part of the resolution of that ability. Timing restrictions based on the card's type are ignored. Other restrictions, such as "Cast [this card] only during combat," are not.
  • You may pay additional costs, such as kicker costs, of the instant or sorcery card.
  • A player's "opening hand" is the hand of cards the player has after all players have taken mulligans. If players have any cards in hand that allow actions to be taken with them from a player's opening hand, the starting player takes all such actions first in any order, followed by each other player in turn order. Then the first turn begins.

  • If a card has {X} in its mana cost, you must choose 0 as its value.
  • If an instant or sorcery card you cast this way goes to a zone other than exile or a graveyard, perhaps because one of its abilities says to put it into its owner's hand, it won't be exiled. This is true even if the card would be put into a graveyard later that turn.
  • If an instant or sorcery card you cast this way is countered, it will still be exiled.
  • If you can't cast one of the target instant or sorcery cards, perhaps because there are no legal targets available, or if you choose not to cast one, it will remain in its owner's graveyard.
  • If you cast a card "without paying its mana cost," you can't pay alternative costs such as overload costs. You can pay additional costs such as kicker costs. If the card has mandatory additional costs, you must pay those.
  • If you cast an instant or sorcery spell with cipher this way, you may exile the card encoded on a creature you control. If you can't, or if you choose not to, the card will end up exiled but not encoded on a creature.
  • When casting an instant or sorcery card this way, ignore timing restrictions based on the card's type. Other timing restrictions, such as "Cast [this card] only during combat," must be followed.
  • You can choose a number of targets up to the number of opponents you have, one target per opponent.
  • You cast the cards one at a time, choosing modes, targets and so on. The last card you cast will be the first one to resolve.

    Rules

  • If you cast a spell this way and that card is exiled, it’s considered a new object. Mnemonic Betrayal no longer allows you to cast it. It remains in exile when Mnemonic Betrayal’s delayed triggered ability resolves.
  • In a multiplayer game, if a player leaves the game, all cards that player owns leave as well. If you leave the game, any spells or permanents you control from Mnemonic Betrayal’s effect are exiled. If you leave the game before Mnemonic Betrayal’s delayed triggered ability resolves, the cards remain exiled.
  • Mnemonic Betrayal doesn’t change when you can cast the exiled cards. For example, if you exile a sorcery card, you can cast it only during your main phase when the stack is empty.
  • Only the cards that remain in exile are returned to their owners’ graveyards. For example, a permanent spell cast this way will remain on the battlefield.
  • You can’t play land cards exiled this way.
