  • A player's "opening hand" is the hand of cards the player has after all players have taken mulligans. If players have any cards in hand that allow actions to be taken with them from a player's opening hand, the starting player takes all such actions first in any order, followed by each other player in turn order. Then the first turn begins.

    Rules

  • If an opponent hasn't drawn any cards in a turn and a spell or ability instructs that player to draw multiple cards, that player will just draw one card. However, if the draws are optional, the player can't choose to draw, even if they could draw one card this way.
  • Narset will "see" cards drawn by opponents earlier in the turn she entered the battlefield, although Narset can't affect cards drawn before she entered the battlefield. For example, if an opponent draws two cards, then Narset enters the battlefield, that opponent can't draw more cards that turn, but the two drawn cards are unaffected.
  • Replacement effects (such as that of Underrealm Lich or the first ability of Jace, Wielder of Mysteries) can't be used to replace draws that Narset disallows. However, if an opponent's first draw is replaced (by Underrealm Lich's ability, for example), that draw didn't happen and Narset won't stop the next draw (which may also be replaced by Underrealm Lich's ability).
  • Your opponents can each draw a maximum of one card each on each player's turn. Subsequent card draws during that turn are ignored.

    Rules

  • If a spell on the stack has split second while you control Teferi, you can't suspend creature cards since split second stops you from casting them, even though suspending them is a special action.
  • If a spell or ability lets an opponent cast a spell as part of its effect (such as suspend and rebound do), that opponent can't cast that spell since the resolving ability is still on the stack. This is true even if the spell is an instant.
  • If an effect allows an opponent to cast spells any time they could cast an instant (for example, if your opponent also controls Teferi), the restriction of Teferi's last ability takes precedence over that permission.
  • Teferi's last ability means that in order for an opponent to cast a spell, it must be that opponent's turn, during a main phase, and the stack must be empty. This is true even if a rule or effect allows a sorcery to be cast at another time.
  • While you control Teferi, you may exile creature cards in your hand with suspend any time you could cast an instant.

  • If an effect says that an opponent may cast a spell during your turn, Tidal Barracuda’s restriction overrules that permission.
  • Once a player announces that they’re casting a spell, players can’t try to remove Tidal Barracuda to make it so that spell couldn’t be cast at that time. Spells cast as though they had flash will still resolve if able, even if Tidal Barracuda is no longer on the battlefield at that time.
  • Tidal Barracuda’s abilities apply only while Tidal Barracuda is on the battlefield. Notably, its first ability doesn’t apply to Tidal Barracuda as you’re casting it.
  • Tidal Barracuda’s first ability doesn’t grant flash to any objects. It just changes when spells can be cast.
  • Your opponents can still activate abilities during your turn.
